technologies available to them.



The 3GPP LTE system delivers
capacity and data throughput
enhancements and low latency, to support new
services and features requiring higher levels of
capability and performance. LTE is the next step in
the user experience, enhancing more demanding
applications such as interactive TV, mobile video
blogging, advanced gaming, and professional
services. Data rates are significantly higher. LTE
supports a full IP-based network and harmonization
with other radio access technologies. LTE
standardization covers FDD and TDD modes.
Infrastructure solutions offer an easy upgrade path to
LTE. HSPA/HSPA+ is mainstream. LTE is the natural
migration choice for GSM/HSPA network operators,
and CDMA or WiMAX operators. The uptake of LTE
is a global phenomenon. The primary drive towards
LTE from operators comes from the need for more
network capacity, performance management and
improved efficiencies to drive down the unit cost of
delivering traffic. All 3G technologies can harmonize
to LTE as a single unifying global standard, for even
higher scale economies and simplifying roaming.



The chart below shows the number of operator
commitments confirmed 6 months and 12 months
after the first commercial systems launches for
HSDPA, HSUPA, HSPA+ and LTE respectively, and
confirms LTE as the fastest developing mobile
system technology ever.

Spectrum for LTE deployments



LTE can be deployed in existing 2G or 3G bands, and
in new spectrum such as 2.6 GHz now being
allocated in many regions, and the Digital Dividend
bands (700 or 800 MHz depending on region). In the
USA, LTE deployments are being made in 700 MHz
spectrum and in existing AWS (1.7/2.1 GHz
spectrum. There is strong demand in Europe, Asia
and elsewhere to access new 800 MHz Digital
Dividend spectrum for extended geographical
coverage and improved in-building performance. The
first commercial LTE800 services have launched in
Germany for rural broadband services. There is also
high interest in using re-farmed spectrum for LTE,
e.g. 900, and particularly 1800 MHz bands as
regulators adopt a technology-neutral approach.
Initial deployments in Japan use 800 MHz, 1.5 GHz
and 1.7 GHz (operator-dependant).



Design targets for LTE include:





. Instantaneous downlink peak data rate of at least
100 Mb/s within 20 MHz allocation (5 bps/Hz)
. Instantaneous uplink peak data rate of 50 Mb/s
(2.5 bps/Hz within a 20MHz uplink allocation)
. Downlink: average user throughput per MHz, 3 to
4 times Release 6 HSDPA
. Uplink: average user throughput per MHz, 2-3
times Release 6 Enhanced Uplink
. E-UTRAN optimized for low mobile speed: 0-15
km/h. Higher mobile speed between 15-120 km/h
should be supported with high performance.
Mobility across the cellular network shall be
maintained at speeds 120 km/h-350 km/h (or even
up to 500 km/h depending on the frequency band)
. Spectrum flexibility: scalable to operate in 1.4, 3,
5, 10, 15 and 20 MHz allocations: uplink and
downlink…paired and unpaired
. Co-existence with GERAN/3G on adjacent
channels; with other operators on adjacent
channels; overlapping or adjacent spectrum at
country borders; handover with UTRAN & GERAN




LTE radio network products incorporate several
features to simplify building and management of next-
generation networks. Plug-and-play, self-
configuration and self-optimization simplify and
reduce network rollout and management cost. LTE
will be deployed alongside simplified, IP-based core
and transport networks that are easier to build,
maintain and introduce services on.



The 3GPP core network has also undergone System
Architecture Evolution (SAE), optimized for packet
mode and in particular for the IP-Multimedia
Subsystem (IMS) to support all access technologies,
including fixed wire-line access. This allows:

. Improvements in latency, capacity, throughput
. Simplification of the core network, and
optimization for IP traffic and services, and
expected growth
. Simplified support and handover to non-3GPP
access technologies




The result is the evolved packet system (EPS) that
consists of the core network part, the evolved packet
core (EPC) and the radio network evolution part, the
evolved UTRAN (E-UTRAN), i.e. LTE. The EPS is
also standardized within 3GPP Release 8.



LTE TDD Systems



Most LTE commitments and deployments use the
paired spectrum (FDD) mode. The LTE TDD mode
for unpaired spectrum is complementary and valuable
in several markets. LTE TDD provides a future-proof
evolutionary path for TD-SCDMA, another 3GPP
standard, which is widely deployed in China. LTE
TDD is the perfect choice for providing high speed
mobile broadband access in unpaired spectrum. It is


an integral part of the 3GPP standards implementing
a maximum of commonalities with LTE FDD and
offering comparable performance characteristics with
similarly high spectral efficiency.



Within the globally assigned IMT bands for mobile
(broadband) communication, significant spectrum
resources are suitable for LTE TDD. The largest
contiguous bands are at 2.3 GHz (100 MHz) and
within the 2.6 GHz band (e.g. 50 MHz according to
the CEPT band plan). Due to the recognized demand
for radio technologies for unpaired bands and based
on the commonalities as explained above, LTE TDD
can exploit global economies of scale similar to LTE
FDD, with a short time to market.



It is likely that LTE TDD will become a globally
accepted technology, providing an excellent evolution
path for TD-SCDMA and WiMAX™ networks. The
growing number of LTE TDD operator commitments,
system maturity, and the expanding eco-system are
detailed later in this report.



LTE-Advanced Systems



LTE FDD and LTE TDD have a clear evolution
towards LTE-Advanced which includes many features
originally considered for the future ITU IMT-Advanced
system. In October 2010 the ITU accepted and
officially designated LTE-Advanced as an IMT-
Advanced (4G) technology.







IMT-Advanced provides a global platform on which to
build the next-generations of interactive mobile
services that will provide faster data access,
enhanced roaming capabilities, unified messaging
and broadband multimedia.



Several LTE-Advanced test systems are operating or
planned around the world. NTT DoCoMo is
undertaking field experiments of LTE-Advanced in
real radio environments in the cities of Yokosuka and
Sagamihara. NTT DoCoMo has confirmed the
performance of LTE-Advanced technologies using
simulators in its R & D center, achieving transmission
data rates of approximately 1 Gbps on the downlink
and 200 Mbps on the uplink.



The Korea Communications Commission and the
Korean Ministry of Knowledge Economy held a
demonstration of an LTE-Advanced system, which
featured \'evolved Multimedia Broadcast and Multicast
Service\' indoors and an in-vehicle demonstration
outdoors demonstrating 3D full HD broadcasting and
HD video calling. SK Telecom plans to launch an LTE
Advanced network in 2013.



Ericsson demonstrated a working version of LTE-
Advanced to the Swedish Post and Telecom Agency
in June 2011. Downlink speeds more than 10 x faster
than today.s LTE deployments were shown. 60MHz
of aggregated spectrum was used, compared to 20
MHz maximum possible with the current LTE
standard. Also 8x8 MIMO was used on the downlink.



Nokia Siemens Networks demonstrated LTE-
Advanced at CommunicAsia 2011 in Singapore.



3GPP has published Release 10 of the standard (at
the March 2011 Plenary meetings) and formally
frozen the set of features for LTE-Advanced. The
completion of Release 10 is the final step in the four
year process to ensure that the 3GPP radio interface
will meet the formal requirements of IMT-Advanced.
As is the case with current work on HSPA Evolution
(HSPA+), LTE work will continue beyond the current
Release. It is a well proven method in 3GPP that
work is allowed to carry on, but is punctuated by a
series of Releases, allowing the industry to make
products and plan services from that point on. 3GPP
is setting the Release 11 requirements during 2011,
with its completion being scheduled for late 2012.

Americas





USA



On September 21, 2010 regional carrier MetroPCS
became the first operator in the United States to
launch LTE. MetroPCS offered the world.s first
commercially available 4G LTE handset, the
Samsung Craft™. Service was launched in Las
Vegas, then extended to Dallas/Forth Worth, Detroit
and Boston, Sacramento and New York. The
Samsung SCH-R900/Craft is also the first multi-mode
CDMA-LTE handset. LTE network rollouts continue in
2011 across the remaining MetroPCS U.S. markets.



Verizon Wireless launched its large-scale
commercial LTE system in 700 MHz spectrum on
December 5, 2010. The service, which was initially
available using an LG-supplied USB dongle, covers
74 metropolitan areas (June 21, 2011). LTE phones
and tablets will debut in 2011. The company expects
coverage to match that of its existing 3G network by
2013, and 185 million people in 175 metro areas will
be served by end 2011.



AT&T Mobility is targeting LTE service launch in
summer 2011. Dallas, Houston, Chicago, Atlanta and
San Antonio are amongst the first markets.
Nationwide coverage will be reached by end 2013.
AT&T confirmed plans to introduce Voice over LTE
technology by 2013. T-Mobile USA is committed to
LTE deployment, however, is the subject of a
proposed takeover by AT&T.



Agri-Valley Broadband plans to be the first wireless
carrier in America to use LTE for a regional rural
deployment in 700 MHz spectrum, and has selected
its infrastructure partner. The company plans to
deploy LTE in up to 40 counties in Michigan to
“provide 4G wireless broadband service to rural areas
that cannot economically be reached by cable or fiber
connections”.



Bay Area Regional Interoperable Communications
System (BayRICS) vision was established by the 10
Bay Area Counties and 3 core cities, San Francisco,
Oakland, and San Jose in 2006 through the creation
of a strategic plan with the goal of providing voice and
data interoperability throughout the Bay Area region.
BayRICS is a state of the art communications
system-of-systems. Bay Area Wireless Enhanced
Broadband (BayWEB) is the broadband component
of BayRICS which has acquired 700 MHz in which an
LTE-based public safety system will be deployed, and
targeted to be operational in early 2011.



Cellcom, a regional carrier serving Wisconsin and
Michigan, is deploying an LTE network.



Cellular South has 700 MHz spectrum for virtually all
of Mississippi and Tennessee and most of Alabama.
Commercial LTE service is planned in Q4 2011.



CenturyTel plans to deploy LTE in 700 MHz.

Cable operator Cox Communications has confirmed
plans to deploy LTE and has completed initial LTE
tests in Phoenix, Arizona and San Diego using AWS
and 700 MHz spectrum.



Leap Wireless began testing LTE in June 2010
ahead of a planned commercial network deployment
initially in selected markets in 2011. At CTIA 2011
Leap Wireless announced it will use LightSquared.s
terrestrial LTE network (in satellite spectrum) for
coverage beyond its footprint, and will also use
LightSquared.s network within Leap.s own footprint to
provide additional capacity if required. Leap Wireless\'
Cricket subsidiary is expected to launch its first
commercial test market live in Arizona by end 2011.



Aircell will launch LTE in 2011 to boost the capacity
of its in-flight network.



CDMA operator Alaska Communications has
announced plans to invest US$ 32 million in an LTE
network consistent with its current coverage footprint.



Clearwire Corp. requested 3GPP to standardize LTE
TDD for operation in the band 2496 . 2690 MHz and
has released results of trials the company carried out
on LTE TDD and FDD systems in Phoenix, Arizona.
The company said trials showed true broadband
speeds and high-quality, HD-video would be among
new services that will be offered. Clearwire is a
member of the Global TD-LTE Initiative.




In August 2011 Clearwire announced its firm
commitment to deploy an LTE overlay . and will
incorporate key features of LTE-Advanced. The LTE
TDD mode is expected to be deployed using 20 MHz
of spectrum. Clearwire.s LTE implementation plan is
subject to approval of additional funding.



As part of a $32.1 million stimulus grant, Commnet
Wireless, LLC will develop and operate an LTE
network in the Navajo Nation. The grant, plus partial
matching funds, will provide broadband infrastructure
access to the Navajo Nation across Arizona, New
Mexico and Utah, enabling fixed and mobile service
for over 30,000 households (c. 135,000 people) and
1,000 businesses in 15 of the largest communities in
the Navajo Nation, including Window Rock, Shiprock,
Kayenta, Chinle, and Tuba City. The project will also
provide high-capacity connectivity on the combined
middle-mile backbone to 49 more tribal communities.



Satellite TV provider Dish Network applied in August
2011 to the FCC for permission to deploy an LTE
network in spectrum bought from bankrupt TerreStar



Greenfield operator Lightsquared is deploying the
first US wholesale-only LTE network, and has
selected its infrastructure supplier for deployment in
1.4 to 1.6 GHz spectrum, mostly (46 MHz) in L-Band,
targeting commercial launch in early 2012.
LightSquared has committed to reaching 36% of the
U.S. population with LTE by the end of 2012. By 2015
the target is 92% (260 million people).



Rural network operator Mosaic Telecom is deploying
a commercial LTE network in existing 700 MHz and
AWS spectrum. Deployment commenced in Q1 2011.



NetAmerica Alliance LLC will help to bring LTE
mobile broadband services to 700 MHz and AWS
spectrum holders for people and businesses in
smaller markets and rural areas. NetAmerica joins
forces with rural independent license holders
deploying new converged 4G mobile/fixed networks
and provide them with business and network services
including combined buying power, nationwide
branding, 24x7 network monitoring, core networking
elements, apps development and other key services.
The infrastructure supplier was announced at CTIA
2011. Network operators Peoples Telephone
Cooperative (Quitman Texas) and Etex Telephone
Cooperative (Gilmer Texas) have committed to LTE
network deployments and recently joined the Alliance.



Public Service Wireless is deploying a commercial
700 MHz LTE network in central and south-west
Georgia.



Sprint has hinted about adopting LTE. According to
reports “there is a high likelihood that LTE is in our
future in one flavor or another,\" a comment attributed
to a senior company spokesman, who added
\"announcements will be made soon\". Sprint is using
WiMAX technology for its next-generation mobile
network. With LTE adoption more prevalent the
ecosystem for WiMAX is likely to be limited by
comparison. It is expected that Sprint would use 800
MHz spectrum, currently used for iDEN, should the
company decide to proceed with LTE deployment.



Texas Energy Network (TEN) plans to deploy a
nationwide LTE wireless broadband network, initially
targeting the oil and gas industries.



On May 6, 2011 US Cellular announced plans, in
conjunction with its partnership with King Street
Wireless, to deliver LTE services and devices to more
than 26% of its customers across two dozen markets
in time for the holiday season. Initial rollout Is planned
for selected cities in Iowa, Wisconsin, Maine, North
Carolina, Texas and Oklahoma.



On January 25, 2011 the FCC mandated LTE for first
responders (public safety communications). The
Order and FNPRM requires all 700 MHz public safety
mobile broadband networks to use a common air
interface, specifically LTE, to support roaming and
interoperable communications and seeks comment
on additional rules to enable nationwide
interoperability. Mandating of a single technology by
the FCC is unprecedented, underlining the progress
towards a single global mobile technology with LTE.

The Public Safety Alliance says that Congress could
allocate 10MHz in the 700MHz band to public safety
agencies by the end of 2011.


Canada



Rogers Wireless announced the launch of Canada.s
first commercial LTE service on July 7, 2011 in
Ottawa. This fall Rogers will roll out LTE to Toronto,
Vancouver and Montreal, and another 21 markets in
2012. Later this year, Rogers promises availability of
the first LTE smartphones from HTC and Samsung



Bell Canada and Telus have launched a joint
HSPA+ network. Telus announced in April 2011 plans
to build an LTE network beginning 2H 2011. It was
not stated whether this would be itsown network or a
joint build with Bell Canada.



Bell Canada is trialling LTE but has not announced a
date for planned commercial service launch.



MTS Allstream is deploying HSPA+ which provides
the company with an efficient upgrade path to LTE.



Sasktel said its HSPA+ network futureproofs and
positions the company well for future LTE deployment
and be “on pace with larger national carriers.”



Wind Mobile confirmed an LTE trial in February 2011



Shaw Communications has selected its
infrastructure supplier for LTE deployment in current
AWS spectrum, as well as future frequency bands to
be auctioned in Canada. Shaw is targeting
commercial launch in late 2011.



The regulator Industry Canada is preparing to
auction 700 MHz and 2.6 GHz spectrum in 2012.



Argentina



Telefonica completed lab trials of LTE in March
2010, achieving a peak DL data speed of 95 Mbps. A
field trial undertaken mid-November to mid-December
2010 in Buenos Aires is claimed to be the first in
AWS spectrum in Central and South America.



Personal has tested LTE in the Puerto Madero area
(June 2010), and in December 2010 announced a
new trial in Cordoba.



Bolivia



Entel Movil is currently trialling LTE in La Paz.

Brazil



Regulator Anatel will auction 120 MHz of 2.6 GHz
spectrum, while giving operators the option to deploy
LTE earlier should they acquire an MMDS operator
who currently holds spectrum. The 2.6 GHz band had
previously been allocated to MMDS operators for pay
TV, and they will keep 70 MHz. The auction appears
to be scheduled for January 2012. The government.s
intention is for LTE services to be commercially
available ahead of the 2014 FIFA World Cup



Oi is trialling LTE trial since mid-June 2011 together
with four system vendors for tests in laboratory
conditions and in live networks in various cities.
Testing is reported to include in 1800 MHz spectrum
and the company has confirmed it may deploy
LTE1800 subject to the conditions of the upcoming
2.6 GHz spectrum auction.



Vivo (Telefonica) has been undertaking LTE trials
and plans to deploy a commercial network.



Claro plans to begin LTE tests in 2.6 GHz in Q4 2011



Anatel has granted authorization to TV Filme Brasilia
(Sky Group) to provide Multimedia Communication
Services (MCS) in 2.6 GHz frequencies, using LTE.



The Sao Paulo military police force is testing LTE
in 700 MHz, and is trialling using 5 base stations.



The Brazil Army is reported to be interested in
testing LTE in 700MHz for public security solutions in
Brasilia and is awaiting approval for a test licence.



Chile



Entel PCS completed the first LTE trial in Latin
America at the Universidad de Chile. Movistar
publicly demonstrated LTE e.g. at Connect 2010.
Claro has also been trialling LTE.



Regulator Subtel hopes to launch a 2.6 GHz auction
procedure with up to 140 MHz being granted in 2011,
meaning LTE services could be launched in 2012. It
is understand there is no regulatory barrier to
operators deploying LTE in current mobile spectrum.



New market entrants Nextel Chile and VTR have
licences for 3G services in AWS spectrum.


Colombia



Une-EPM plans to launch mobile broadband services
using LTE in 2.6 GHz in Q1 2012. 700 MHz spectrum
could be auctioned in the 2012-2013 timeframe.



Costa Rica



ICE is considering LTE deployment by 2014,
according to a local newspaper report



Dominican Republic



Orange Dominicana has been participating in LTE
trials since April 2011



Ecuador



The Ministry of Telecommunication & Information
Society has announced to a news conference that the
National Broadband Plan is to be strengthened to
assist development of high speed Internet access to
underserved areas. New measures include a
resolution to implement LTE in all regions.



Guatemala



Regulator SIT has confirmed at least seven bands as
being suitable for LTE, including 800 MHz, 900 MHz,
1800 MHz, AWS and 2.1 GHz.



Jamaica



Claro is reported to be deploying an LTE system. In
March 2011 it was announced that Digicel had
agreed to acquire the company from America Movil.
Further announcements are awaited.



Mexico



Telefonica Movistar and Telcel have conducted
tests of LTE. The government plans to auction 700
MHz and 2.6 GHz. In a Decree published on
September 2, 2010 in the Diario Oficial de la
Federacion, President Calderon stated that the 700
MHz band should be freed for mobile broadband and
that digital TV switchover must be completed by 2015



MVS Comunicaciones has announced plans for a
US$ 1 billion investment in LTE as part of a
consortium of companies. The plan requires approval
of the Finance Ministry and regulator Cofetel. A
wholesale business model, which resells capacity to
incumbent networks operators, is proposed.



Peru



Telefonica Movistar has been trialling LTE



Ministerio de Transporte y Comunicaciones del Peru
published a consultation on use of 700 MHz and
AWS spectrum. The period for comments closed
March 31, 2011.



Puerto Rico



According to reports, the first LTE call was completed
by Claro in San Juan on October 12, 2010.



Uruguay



Antel is reported to be trialling LTE, with commercial
network deployment beginning in 2012, for which the
company is seeking access to 700 MHz band



Asia Pacific and Oceania





Australia



Telstra is deploying LTE in central business districts
of all Australian capital cities and selected regional
centers by end of 2011. The NextG network upgrade
will use Telstra.s existing 1800 MHz spectrum to
deliver LTE to areas where traffic demand is most
concentrated and will be integrated with Telstra.s
existing HSPA+ service in the 850MHz band. By end
2011 Telstra plans to offer dual mode LTE/HSPA+
mobile broadband devices for seamless operation
across 1800 MHz and 850 MHz. In May 2011 Telstra
announced the first LTE base stations had been
activated in Sydney, Perth, Melbourne and Brisbane.
A commercial pilot service for business customers in
Melbourne, Sydney, and Brisbane was launched on
August 29, 2011 with around 2,000 dongles.



Optus announced in July 2010 a successful
demonstration of LTE in 10 MHz of 2100 MHz
spectrum in metropolitan Sydney. During extensive
field testing, using pre-commercial USB dongles,
peak download speeds exceeding 50 Mbps and


upload speeds of 20 Mbps were achieved. A second
phase of testing, utilizing 1800 MHz is underway.



Vodafone Hutchison Australia (VHA) confirmed
results of its LTE1800 trial in Q4 2010 in Newcastle,
NSW with 10 MHz of spectrum in the 1800 MHz
band. Downlink speeds up to 74.3 Mbps were
achieved under test conditions. Upgrading of the
network (around 5,800 existing 2G and 3G base
station sites) is underway. Commercial LTE services
are anticipated to be launched during 2011.



The Australian Communications and Media Authority
(ACMA) announced the first formal steps toward a
joint auction of new licences in 700 MHz (digital
dividend) and 2.6 GHz spectrum. Two blocks of 45
MHz in the range 703-748 MHz and 758-803 MHz will
be reallocated from November 2, 2011 until
December 31, 2014. Two 70 MHz blocks of 2.6 GHz
spectrum will be reallocated from November 2, 2011
until January 31, 2016 for the Perth area and
September 30, 2014 for everywhere else in Australia



NBN Co - established by the Australian Government
in 2009 to design, build and operate the national
broadband network - has appointed Ericsson to build
and operate a 2.3GHz fixed-wireless broadband
network based on LTE TDD technology. It will serve
rural Australia with download speeds of up to 12
Mbps and upload speeds reaching 1 Mbps, ensuring
a significant improvement on existing services.



EnergyAustralia’s Ausgrid will conduct trials at 15
sites of an LTE platform commencing in 2011, with
the intent to migrate to a full LTE network.
EnergyAustralia was chosen by the Government to
lead the Smart Grid, Smart City demonstration project
to test Australia.s first fully integrated, commercial-
scale smart grid.



WiMAX™ operator Vivid Wireless trialled LTE TDD
in Sydney for 2 months from December 2010 in high
demand, high density, inner city conditions.
Commercial network launch is expected by 2012.



China



China Mobile is building its TD-SCDMA network so
that sites and other elements are reusable for LTE
TDD. A large-scale trial LTE TDD network at the 2010
World Expo, Shanghai, realized a peak downlink rate
over 80 Mbps in 20 MHz carrying uplink and downlink
traffic. The first high-definition LTE TDD video call
including handover was demonstrated at the Ministry
of Industry and Information Technology (MIIT) test lab
in Beijing. China Mobile has now launched large-
scale LTE TDD trials consisting of more than 1,000
base stations in Beijing, Shanghai, Hangzhou,
Nanjing, Guangzhou, Shenzhen, and Xiamen.
Commercial services are expected to launch in 2012.



According to reports, Nokia Siemens Networks has
been running live LTE TDD trial networks since May
2011 in Hangzhou and Xiamen for China Mobile.



China Telecom plans to launch LTE service,
expected in 2012, which will be integrated with CDMA
systems in 17 provinces.



Specific or plans regarding LTE at China Unicom are
not known at this time.



In Hong Kong SAR, 2 x 15 MHz blocks of 2.6 GHz
spectrum were obtained via auction each by China
Mobile (Peoples Phone), Genius Brand (Hutchison
Telecom/PCCW JV) and CSL Limited.



On November 25, 2010 CSL Limited commercially
launched its LTE/DC-HSPA+ network for corporate
services, extending to all customers on May 16, 2011.
From this date CSL customers can sign up or
upgrade their current mobile broadband plan to 42
Mbps for HK$ 339 and to 100 Mbps for HK$ 399. The
LTE network uses 2.6 GHz spectrum. Some 1800
MHz sites are equipped for LTE and used for testing;
more 1800 MHz sites are being converted in 2011 as
the availability of LTE1800 user devices improves.



Genius Brand has been undertaking trials and tests in
2011 and is deploying a city wide LTE network of
approximately 2,000 base stations on which
Hutchison and PCCW will launch their respective
commercial LTE services.



SmarTone-Vodafone is deploying LTE in refarmed
1800 MHz spectrum.



India



The 2.3 GHz BWA auction began with 11 companies
bidding for 2 blocks in each of the 22 circles. The
government had earlier allocated one 20 MHz


unpaired spectrum block each to MTNL and BSNL.
Tikona Digital won spectrum in 5 circles. Qualcomm
and Bharti Airtel won 4 circles each. Qualcomm
gained spectrum in the key circles of Delhi, Mumbai,
Haryana and Kerala, announced Global Holding
Corporation and Tulip Telecom as initial shareholders
for its LTE venture for network deployment, and has
been undertaking trials. Aircel, winning BWA
spectrum in 8 circles, has been undertaking field trials
of LTE TDD. On November 30, 2010 Reliance
Industries showcased results from its field trial of
LTE TDD.



BSNL and MTNL are studying introducing LTE TDD
in addition to current WiMAX deployments.



Infotel Broadband was the only pan-India winner
(since acquired by Reliance Industries Ltd - RIL). RIL
is committed to LTE TDD and is expected to
commercially launch LTE TDD. Tikona Digital has
also committed to deploy LTE TDD. Bharti Airtel is
committed to LTE TDD and has joined the Global TD-
LTE Initiative.



Telecoms regulator TRAI has published a
consultation paper on IMT-Advanced systems (which
includes LTE-Advanced); comments must be
submitted by September 20, 2011.



Indonesia



Telkomsel, XL Axiata, and Indosat have been
trialling LTE technology and propose to deploy LTE
networks. Indosat trialled LTE in 2.6 GHz last year
and is currently trialling LTE1800, scheduled to end
by October 2011.



CDMA operator Bakrie Telecom plans to introduce
LTE in the future, and may trial LTE in 2012



Japan



LTE operators use 1.5 GHz (NTT DoCoMo and
Softbank Mobile), 1.5 GHz + 800 MHz (KDDI), and
1.7 GHz (eMobile).



NTT DoCoMo launched Japan.s first commercial LTE
system on December 24, 2010 under the “Xi™”
brand. The company said that voice calls using Xi will
become possible sometime within the fiscal year
starting in April 2011, when DoCoMo will begin
launching LTE-compatible mobile phones. Xi service
was initially available in the Tokyo, Nagoya and
Osaka areas; other major cities and regions will
follow. DoCoMo plans to spend over $3.6 billion on
network build-out by March 2013, with 15,000 base
stations serving 40% of the population, 70% coverage
is planned by March 2015. DoCoMo expects 25% of
its 3G user base to migrate to LTE by March 2015.



KDDI is committed to deploying LTE and will continue
to operate its CDMA network for voice traffic. KDDI
has 20 MHz of spectrum for LTE. KDDI plans to
commercially launch LTE by December 2012 and is
targeting mobile broadband coverage for 96.5% of
the country by March 2015. A trial was conducted in
the Nasu-Shiobara area in 2010. A 2nd trial
commenced in October 2010 in an urban
environment.



eMobile is committed to commercial LTE launch



Softbank is a member of the Global TD-LTE Initiative



Malaysia



Maxis is trialing LTE in the Klang Valley. In July 2010
peak download speeds of 60-104 Mbps were
demonstrated, using 10 MHz and 20 MHz channels.



Celcom is trialling LTE in 1800 MHz and 2.6 GHz
spectrum. DiGi plans to launch LTE in 2.6 GHz by
2013. U Mobile announced on March 15, 2011 plans
to launch a commercial LTE network “soon”.



WiMAX™ operator Asiaspace is exploring
deployment in the near future of LTE TDD in 2.3 GHz.
There are press reports of a possible collaboration
being agreed between Maxis and Asiaspace for
deployment of an LTE network.



WiMAX operator Packet One Networks (Malaysia)
Sdn. Bhd has announced plans to conduct an LTE
TDD trial by end 2011, with a view to launching
commercial services shortly after. Regulatory
approval is awaited. P1 intends to upgrade its existing
2.3 GHz WiMAX network with an LTE TDD overlay.
An MoU has been signed with Qualcomm to work
towards an LTE network deployment.



The regulator MCMC plans to allocate blocks of 2.6
GHz for LTE, and is consulting on re-farming


850/900/1800 MHz spectrum. Packet One Networks
(P1) and REDtone are amongst operators who said
they will receive frequencies in the 2.6 GHz band,
and are in the process of submitting business plans
regarding their proposed use of the spectrum. Further
spectrum allocations to more operators are
understood to be in process. According to reports,
Celcom has again requested from the regulator a
block of 2.6 GHz spectrum. A number of parties have
also enquired about 700 MHz, which MCMC is
considering.



Celcom and Maxis are reported to be in talks about
900 and 1800 MHz spectrum re-farming.



Nepal



Ncell has approached the Nepal Telecom Authority
for spectrum and a license for LTE operation.
Shareholder TeliaSonera is keen to proceed if
permission/spectrum are granted, for launch in 2012



New Zealand



Telecom New Zealand has trialled and is committed
to LTE. According to reports, the company will wait
until the allocation of 700 MHz digital dividend
spectrum, expected in 2012, before rolling out LTE.



Vodafone New Zealand has trialled LTE and is
committed to deployment.



Kordia is considering an upgrade of its rural mobile
network to LTE



The Philippines



Smart Communications announced on April 16,
2011 opening of commercial LTE service in Boracay
and confirmed plans to rollout in other areas.



Globe Telecom has conducted LTE trials and plans
to deploy a commercial LTE network in 2012.



Piltel is understood to be seeking the remaining 3G
license in the country to deploy LTE services.



Singapore



M1 commercially launched LTE on June 21, 2011, in
both 1800 MHz and 2.6 GHz bands. The LTE network
covers the financial district including Marina Bay,
Suntec, and Shenton Way. Coverage is scheduled to
be nationwide by Q1 2012.



StarHub has completed LTE testing in 2.6 GHz and
extended trials to the 1800 MHz band for better,
deeper coverage, and plans commercial LTE network
deployment later in 2011.



SingTel is trialing LTE in Singapore, and overseas
with carriers in which it holds stakes i.e. SingTel
Optus (Australia), Telkomsel (Indonesia), Globe
Telecom (Philippines). SingTel plans to launch in
Singapore in October 2011 with 200 base stations.



South Korea



SK Telecom launched commercial LTE service in
Seoul on July 1, 2011, in 800 MHz with dongles.
Smartphones are expected to be available from
September 2011. The company plans LTE coverage
in the Seoul metropolitan area and 6 more cities by
early 2012, and nationwide (82 cities) by 2013. SK
Telecom plans to upgrade to LTE-Advanced in 2013.



LG Uplus brought forward its expected nationwide
LTE coverage to mid-2012. Commercial LTE service
was launched with 500 bases stations on July 1, 2011
in Seoul and two other cities.



KT plans to commercially launch its LTE network in
Seoul in November 2011, nationwide by 2013.



Regulator KCC conducted an auction of three
spectrum blocks in August 2011, in 800 MHz, 1800
MHz and 2.1 GHz bands. SK Telecom and KT were
barred from bidding for 2.1 GHz spectrum. Winners
gain immediate access to the new spectrum except
for 800 MHz which will be allocated from July 2012.



SK Telecom won 20 MHz of 1800 MHz spectrum,
expected to be for LTE. KT won 10 MHz of 800 MHz
spectrum, LG Uplus won 20 MHz in 2.1 GHz.



Sri Lanka



Dialog Mobile announced live LTE trials from May 5,
2011 in Colombo Fort and the Colombo 2, 3, 4 and
Narahenpita areas of the city.




Mobitel announced on May 6, 2011 completion of an
LTE trial, which achieved 96 Mbps downlink speed in
2.6 GHz. More trials are planned in other bands. The
company uses the same infrastructure vendor for its
commercial network deployment.



Etisalat.s DC-HSPA+ network is “LTE ready”.



Taiwan



Chunghwa Telecom has been trialling LTE in 2.6
GHz and 700 MHz spectrum. Commercial network
deployment is expected to start from 2012 depending
on spectrum availability. The company has completed
LTE tests on the high-speed rail system in TDD and
FDD modes using 2.6 GHz.



The National Chiao Tung University conducted a
trial of LTE TDD in 2010.



FarEasTone and China Mobile are co-operating on
an LTE TDD trial network in Taipei.



WiMAX operator Global Mobile has announced
plans to switch to LTE and will apply to the
government for approval to amend its license when
coverage reaches 70%, expected this year.



Thailand



AIS subsidiary Digital Phone Company (DPC) has
permission from its build-transfer-operate concession
issuer CAT Telecom to test LTE. DPC has 1800 MHz
spectrum and reportedly will reserve up to 10MHz for
the trial from its 12.5 MHz allocation. The test will run
for 90 days on 7-8 base stations in Bangkok.



Vietnam



Regulator MIC has authorized trials by VNPT, Viettel,
FPT Telecom, CMC, VTC, EVN Telecom and Gtel.
Trial networks have been established in Hanoi by
FPT, Viettel and VDC (a member of VNPT).



Viettel said in May 2011 the company had started
testing an LTE deployment in Hanoi and HCM City,
offering dongle-based services to 240 friendly
customers. Digital dividend spectrum (700 MHz)
would be allocated after analog TV services switch
over to digital; this process is scheduled to begin in
2015 in the big cities.

Europe





Abkhaz



Aquafon announced that LTE testing was performed
in Suchumi in co-operation with Megafon



Andorra



Andorra Telecom plans to deploy LTE by 2012.



Armenia



VivaCell-MTS soft-launched its LTE network on
December 20, 2010. Full commercial launch is
planned in 2011, initially in Yerevan.



ArmenTel (Beeline/Vimpelcom) plans to deploy LTE.



Orange organized a public demonstration of LTE at
the Orange Flagship Store November 4-5, 2010.



Austria



Regulator TKK completed the auction of 2.6 GHz
spectrum on September 20, 2010, raising €39.5m
from A1 Telekom Austria, Hutchison, T-Mobile and
Orange. 14 paired and 9 unpaired frequency blocks
were sold. License conditions require coverage of at
least 25% of the population by 2013.



A1 Telekom Austria commercially launched LTE in
parts of Vienna and St. Polten (a regional capital) on
November 5, 2010.



T-Mobile Austria launched a 60-cell site pilot LTE
network in Innsbruck in July 2009. Since October 19,
2010 service has been available to selected
corporate clients (soft launch). A small group of
consumers was selected in March 2011 to test and
try the service and report their individual experiences
on Facebook and YouTube, ahead of full commercial
service launch planned later in 2011.



Orange is undertaking LTE testing, and has stressed
the importance of knowing which frequencies in
addition to 2.6 GHz (digital dividend and refarmed
spectrum) will be permitted for LTE and hopes to
commercially launch LTE services in 2011 or 2012.


3 Austria is upgrading its network and expects to
have the capability to offer LTE to customers in 2011.



A further public consultation on future spectrum
allocations and the liberalization of the 900 and
1800MHz bands closed on March 18, 2011.



Belarus



BeST (Life) and MTS completed their respective LTE
trials by May 1, 2011. An auction of 2.6 GHz
spectrum is imminent. Digital Dividend spectrum is
expected in 2016.



Belgium



MVNO and cable operator Telenet is trialing LTE in
Mechelen. Mobistar is testing LTE. Belgacom
(Proximus) is deploying LTE in 1800 MHz spectrum
and a pilot for selected customers is running in
Hasselt, Mons, Waver and the Haasrode industrial
park. Base is trialling LTE during 2011.



Regulator BIPT has launched a consultation on
proposals to open up the 900 MHz, 1800 MHz and
2100 MHz bands for HSPA and LTE deployments.
Interested parties have until 1 October 2011 to submit
any comments to the proposals.



Bulgaria



M-Tel plans to begin testing LTE technology in Q4
2011 following receipt of a temporary licence from the
regulator CRC.



Croatia



T-Hrvatski Telekom demonstrated an LTE trial
network on October 26, 2010, ahead of a planned
commercial network deployment. Commercial
services are expected to be launched in 2012



VIPNet has demonstrated LTE in 800 MHz and plans
to commercially launch LTE service in 2012.



Czech Republic



Telefonia O2 is trialling LTE.



A public consultation on use of 470-960 MHz
spectrum was open for comments until April 14, 2011.

Denmark



An auction of 2500-2690 MHz and 2010-2020 MHz
spectrum was completed on May 10, 2010. Spectrum
was awarded to Hi3G Denmark ApS; TDC A/S; Telia
Nattjanster Norden AB; and Telenor A/S.



On October 12, 2010 the regulator Telestyrelsen
announced that Hi3G Denmark had been granted
900 and 1800 MHz spectrum, which could be used to
deploy 2G, 3G or LTE technologies nationally.
Hutchison 3 plans to deploy a commercial LTE FDD
network and also recently purchased 25 MHz of TDD
spectrum. Combined LTE FDD and TDD products are
expected to be available from early 2012.



TeliaSonera launched the first commercial LTE
system in Denmark on December 9, 2010 in
Copenhagen, Aarhus, Odense and Aalborg.



TDC has selected an infrastructure vendor to supply
and manage its planned nationwide LTE network
upgrade. Ccommercial launch is targeted initially in
six cities including Copenhagen and Aarhus in 2011.



TeleNor and TeliaSonera recently announced an
infrastructure sharing agreement which includes LTE.



Telestyrelsen has postponed the digital dividend (800
MHz) spectrum auction to March 2012. Frequencies
can be taken into use from January 1, 2013.



Estonia



Regulator ESTA announced the award of licences for
LTE in 2.6 GHz spectrum to incumbent mobile
operators EMT, Elisa and Tele2 and additionally to
fixed-line operator Elion Enterprises.



EMT launched the first commercial LTE services in
Estonia on December 17, 2010 in the city centers of
Tallinn, Tartu, Kohila, and at the IT College of Tallinn
University of Technology. Rollout continues in 2011.



Tele2 Estonia is undertaking LTE trials.



Elisa publicly demonstrated LTE in Tallinn in June
2010 and on January 7, 2011 announced receipt of
2.6 GHz spectrum for commercial network
deployment. Elisa is also interested in deploying LTE
in 1800 MHz and in digital dividend spectrum. In April


2011 Elisa opened test LTE networks in Tallinn,
Parnu, Viljandi, Tartu and Haapsalu city centers.



Finland



20-year 2.6 GHz licenses were auctioned 23
November 2009:

. Elisa obtained 50 MHz, and launched a pre-
commercial trial in Helsinki on June 2, 2010
. TeliaSonera acquired five blocks of 2 x 5 MHz
and launched an LTE network on June 2, 2010 for
pre-commercial use in the city of Turku
. DNA obtained 40 MHz


Finland was the first country in Europe to allow 1800
MHz spectrum to be used for LTE deployments.



TeliaSonera launched the first commercial LTE
service in Finland on November 30, 2010 in Turku
and Helsinki.



Elisa announced December 8, 2010 launch of its 2.6
GHz LTE network for corporate users, and
announced its first client. Elisa is trialling LTE1800
which it considers as a promising option as it covers
twice the area compared to using 2.6 GHz.



DNA Oy announced LTE will first be introduced in
Helsinki and Hameenlinna. A trial network opened for
a three-week period from August 15, 2011 as part of
preparations for commercial service launch.



Several LTE trials are underway in 800 MHz.



France



France Telecom Orange has a trial LTE network in
Paris, initially with 10 MHz bandwidth supporting both
FDD and TDD modes, upgraded to 20 MHz in May
2010. FDD-TDD co-existence tests are on-going.
Service launch is expected in 2012 subject to
availability of 2.6 GHz and 800 MHz spectrum.



SFR awarded an infrastructure contract to upgrade
and expand its 2G/3G networks and start LTE trials.



Bouygues Telecom is trialing LTE1800 in 10 MHz
bandwidth using 2x2 MIMO at sites in Orleans.



Regulator ARCEP has announced operators may
submit applications to bid for spectrum in the digital
dividend 800 MHz band, which will be technology
neutral and split into 14 lots with a reserve price set.
The application deadline is 15th December 2011 and
the auction will be held in early 2012.



Germany



A multiband spectrum auction was completed in May
2010, covering 360 MHz in 4 bands: 800 MHz (digital
dividend), 1800 MHz, 2.1 GHz, 2.6 GHz. All 4
incumbents acquired 2.6 GHz to be used for LTE.
Telefonica O2, Vodafone and Deutsche Telekom
(but not E Plus) additionally acquired 800 MHz
spectrum for LTE. The 800 MHz spectrum raised
€3.576 billion, i.e. over 81.5% of the auction.s total
value. E Plus is able to use 900 MHz spectrum (in
which HSPA+ will be deployed) also for LTE if it does
not cause interference with other mobile networks.



Vodafone launched the first rural LTE mobile
broadband service across Germany on December 1,
2010. Around 1,500 base stations incorporated LTE
technology by end March 2011, serving thousands of
communities. LTE pilot locations have been
established in Berlin. Vodafone plans to eventually
upgrade all base stations in Germany to LTE.



Deutsche Telekom commercially launched its “Call &
Surf Comfort via Funk” LTE service package in digital
dividend 800 MHz spectrum on April 5, 2011. In
February 2011 the company announced plans to
commercially launch LTE in the 1800 MHz band
(LTE1800) and 2.6 GHz spectrum, which will be
provided to selected business customers in early
summer 2011 as part of friendly-user tests. Cologne
will receive near-total LTE coverage using the 1.8 and
2.6 GHz bands, which will be made available to
consumers. The “Speedstick LTE” dongle will be
offered from Q3 2011 and support LTE in 800, 1800
and 2600 MHz bands plus DC-HSPA+, HSPA and
WCDMA in 2100 MHz, and EDGE/GPRS. The
company subsequently commercially launched LTE
service in Cologne on July 1, 2011 in 1800 MHz
spectrum (LTE1800).



O2 commercially launched LTE on July 1, 2011 in
digital dividend (800 MHz) spectrum, marketing the
service as \"O2 LTE fur Zuhause (at home).



E-Plus is a member of the Global TD-LTE Initiative
and is trialling LTE TDD in cooperation with China
Mobile, using the TDD part of the 2.6GHz spectrum.


Greece



Cosmote has undertaken LTE testing in 900 and
1800 MHz spectrum and requested spectrum for
deploying a pilot LTE network at its technical and
network headquarters in the Marousi and Chalandri
areas, near Athens. Cosmote also demonstrated LTE
technology at Info-Com World in October 2010.



Hungary



Telenor (ex-Pannon) has selected its infrastructure
partner to build a commercial LTE network.



Magyar Telekom (T-Mobile) is trialing LTE and says
it will be ready in 2011 to offer LTE services subject
to availability of spectrum. In August 2011 the
National Media and Telecoms Authority launched an
auction of three blocks of 900 MHz spectrum which
can be used for GSM, UMTS, WiMAX or LTE
services. Applications are required by 20 October; the
tender should be concluded on 12 December 2011



Ireland



3 Ireland is preparing to commercially launch LTE.



Ericsson completed LTE TDD testing in June 2010.



Regulator ComReg published in August 2011 its draft
decision on a proposed auction of spectrum in 800,
900 and 1800 MHz bands for LTE. 28 blocks will be
offered, each comprising 2 × 5 MHz of spectrum.
ComReg proposes a cap to limit any one company
winning more than 10 blocks. Comments are due by
September 30, 2011after which the final decision will
be announced.





Italy



Telecom Italia launched its second phase of LTE
testing on 17 new sites in Turin on August 11, 2010,
using two blocks of 20 MHz in 2.6 GHz spectrum.



The auction for new spectrum which includes 800
MHz, 1800 MHz, 2.1 GHz and 2.6 GHz, all said to be
suitable for LTE, is underway. Participation bids were
submitted by TIM, Vodafone Italia, Wind and 3 Italia
by the deadline (August 29, 2011). Further rounds of
bidding officially began on August 31, 2011

Jersey



Clear Mobitel announced on September 17, 2010
that the company has been granted a license to test
and develop LTE in the 2.6 GHz band.



Kazakhstan



Kcell plans to deploy a commercial LTE network and
on July 29, 2010 announced installation of a base
station in Astana to showcase LTE capabilities.



On April 26, 2010 Beeline confirmed completion of
LTE tests in 700 MHz, and in October 2010
announced launch of a live LTE pilot network in
Amalty, the business capital.



Latvia



LMT launched the country.s first commercial
LTE1800 system on May 31, 2011.



Bite is deploying a commercial LTE network, for
which the first phase is due for completion end 2011.



Bite, LMT and Tele2 are reported to be interested in
obtaining 2.6 GHz spectrum, though it may not be
auctioned until 2012-2013.



Fixed operator Lattelecom is reported to be ready to
offer LTE wireless services, subject to shareholder
approval. Lattelecom carried out tests in the 850MHz
band in 2011.



CDMA operator Triatel is testing LTE in 800 MHz.



Lithuania



Omnitel (TeliaSonera) launched commercial LTE
service on April 28, 2011 in Vilnius, Kaunas,
Klaip.da, .iauliai and Panev..ys in 1800 MHz
spectrum (LTE1800). Modems are supplied by
Huawei and ZTE, supporting LTE800/1800/2600,
GSM1800, GSM/UMTS900 and UMTS2100.



Tele2 showcased LTE in a public demonstration in
December 2010 and confirmed intention to deploy a
commercial network once a license is obtained.



Bite Lithuania plans to trial LTE in 2011. 2.6 GHz
spectrum may be awarded in 2011.


Luxembourg



Orange Luxembourg announced on September 8,
2010 the results of its trial LTE network in 20 MHz
bandwidth. The company confirmed plans to deploy
LTE once licensing procedures are completed.



Moldova



Orange Moldova held a 2-day public LTE demo in
Chisinau (July 2010) and in June 2011 confirmed
interest to deploy a commercial LTE network.



Monaco



Monaco Telecom is trialing LTE for a group of test
customers. If a successful outcome is achieved,
commercial services could be launched by end 2013.
Cable and Wireless, Monaco Telecom.s main
shareholder, chose Monaco as the Group.s test-bed.



Netherlands



2.6 GHz spectrum was auctioned in April 2010 and
awarded to incumbents KPN, Vodafone, T-Mobile,
and newcomers Ziggo 4 and Tele2. Tele2 has built a
trial network in Diemen and Amsterdam. KPN began
trialling of LTE in February 2011 (scheduled to last
until September 2011) in The Hague and Voorburg.
The unpaired spectrum was not sold.



Norway



Norway held Europe.s first 2.6 GHz auction in 2007.
Spectrum was awarded to the incumbent operators
TeleNor and TeliaSonera (NetCom). The total
allocation was 2 x 90 MHz.



TeliaSonera launched the world.s first LTE networks
in Oslo and Sweden in December 2009.



TeleNor has trialled LTE in Oslo and is now
deploying a commercial network.



Regulator NPT has confirmed 790-862 MHz spectrum
will be allocated for mobile broadband.



Poland



On September 7, 2010 the world.s first LTE network
in 1800 MHz spectrum (LTE1800) was commercially
launched by Mobyland and CenterNet. Over 500
base stations are now in operation. Commercial
availability of the world.s first LTE1800 dongle was
confirmed in November 2010. The primary customer
is Cyfrowy Polsat who launched commercial LTE
services on the network on August 30, 2011.



Aero2 is testing LTE TDD in 2.6 GHz spectrum in
Aleksandrow Łodzki and Łod.. Commercial service
launch is planned in 2011. Aero2 is a member of the
Global TD-LTE Initiative.



Polkomtel is considering options to launch LTE. The
company was sold on June 30, 2011 to Spartan
Capital Holdings, which is indirectly controlled by
Polish businessman Zygmunt Solorz-Zak who is also
the chairman and founder of Cyfrowy Polsat. A
Company press release stated: Zygmunt Solorz-.ak’s
acquisition of Polkomtel will significantly accelerate
the roll-out of LTE technology, which is one of the
crucial elements facilitating widespread Internet
access for households in Poland.”



Regulator UKE (Urz.d Komunikacji Elektronicznej)
has launched a tender process for 2.6 GHz and
digital dividend (790-862 MHz) spectrum, which will
enable operators to deploy LTE; the auction is
expected mid-2011.



UOKiK (Office of Competition and Consumer
Protection) has approved plans by PTK Centertel
(Orange) and P4 (Play) to create a combined LTE
network, and this new JV will be allowed to bid in the
forthcoming 2.6 GHz auction.



ERA/T-Mobile is interested in deploying LTE and
new infrastructure systems are LTE-ready.



Portugal



Portugal Telecom (TMN) is trialling LTE ahead of a
planned commercial network deployment.



Optimus is replacing its network initially in 4 regions
of central Portugal enabling a fast future rollout of
LTE. LTE trials results were published January 2011



Vodafone hopes to deploy LTE by end of 2011.



On March 17, 2011 regulator ANACOM approved
draft rules for the auction and allocation of 33 rights


of use for frequencies in the 450, 800, 900, 1800
MHz, 2.1 and 2.6 GHz. Comments were accepted up
to May 2, 2011 and those responses are currently
being evaluated. ANACOM has not yet set a date for
the start of the auction, but has indicated directly to
GSA it could take place in September 2011.



Romania



Vodafone Romania plans to commit EUR 500 million
(US$ 662 million) network upgrades over the next five
years its network, including LTE.



The public consultation on digital dividend spectrum
allocation, permitted technologies and license
obligations, closed on March 31, 2011.



Russia



MTS, Vimpelcom, Tele2, Megafon and Svyazinvest
are all committed to deploying LTE. 1800 MHz looks
to be a promising band. MegaFon and Rostelecom,
general partners of the Sochi 2014 Winter Olympic
Games, have successfully tested their LTE networks
close to the key Sochi site of Roza Khutor. LTE
capabilities will be showcased during the 2014
Games, with full scale LTE tests running from
February 2011. Rostelecom plans to conduct LTE
trials in 2.3 - 2.4 GHz spectrum (LTE TDD) in two
other Russian cities this year. MegaFon showcased
an LTE data call at the IX International Investment
Forum (Sochi) in Sept 2010.



BWA operator Yota (Scartel) is shifting from
WiMAX™ to LTE TDD and launched an LTE pilot
network in Kazan on August 30, 2010. Yota is
deploying LTE networks in Novosibirsk and Samara,
and plans to launch the first LTE base stations in
Moscow and St. Petersburg in 2011. The company
expects that its whole customer base will migrate to
LTE within three years.



Yota is central to the rollout of LTE in Russia by
signing up MegaFon, MTS, Rostelecom and
VimpelCom to a single LTE network that Yota will
build to deliver LTE mobile broadband services in 2.6
GHz spectrum to 180 cities in 2014, serving more
than 70 million people; this initiative will radically
accelerate LTE rollout in Russia. TTK has indicated it
too wishes to join the consortium.



OAO Voentelecom is undertaking trials of LTE in
Rostov, Moscow and Kubinka.



Slovakia



Regulator TUSR has granted licenses to Telefonica
O2, Orange and T-Mobile Slovensko for each
operator to trial LTE FDD networks in 2.6 GHz
spectrum in Banska Bystrica until June 30, 2011.



Slovenia



Just a few days after acquiring test frequencies
Mobitel deployed an LTE network in the 1800 MHz
frequency band and began testing it from June 1,
2011. Mobitel reported excellent results, downlink
speeds reaching 100 Mbps, and the system
responsiveness more than doubled compared to
HSPA+. The LTE network was deployed in Ljubljana,
and intended for internal tests with the goal of gradual
expansion, ensuring an optimum co-existence with
the GSM and UMTS systems. The trial network paves
the way for commercializing LTE technology in
Slovenia. Mobitel plans a full deployment of LTE and
LTE Advanced using 800 MHz, 1800 MHz and 2.6
GHz bands. LTE800 trials are planned in Autumn
2011. LTE1800 will be commercially launched in
2012. Rollout will be different for cities and rural areas
depending on availability of 800 MHz.



Spain



Telefonica has conducted LTE field tests at its
Madrid Demonstrations Center and is trialing LTE on
networks in Argentina, Brazil, Czech Republic,
Germany, Mexico, Peru, Slovak Republic, Spain, and
UK. Vodafone Spain has publicly showcased LTE.



Ministerio de Industria, Turismo y Comercio (MITYC)
launched in June 2010 a consultation on re-allocation
of 2.6 GHz spectrum and re-farming of 900/1800 MHz
spectrum. An auction began on June 29, 2011 for 58
blocks of 800, 900 MHz and 2.6 GHz frequencies,
with licences valid to 2030. The auction raised
€1.65bn for 800 MHz and 2.6 GHz licenses, with
spectrum won only by the three incumbent operators.
800 MHz spectrum can be used from 2014, after
digital TV switchover. 2.6 GHz spectrum can be used
immediately. Vodafone plans to use both bands for
LTE, and aims to refarm some 900MHz spectrum for
additional rural HSPA or LTE-based coverage.


Sweden



TeliaSonera launched the world.s first LTE networks
in Stockholm and Norway (Oslo) in December 2009.
TeliaSonera plans to introduce a new multiband,
multimode modem in July 2011, which can access
LTE in 800, 1800 MHz and 2.6 GHz spectrum.



Tele2 Sweden and TeleNor Sweden have deployed
an LTE network through a jointly-owned company
(Net4Mobility), which includes spectrum sharing in
900 MHz and 2.6 GHz. Using this network, Tele2
Sweden and TeleNor Sweden commercially
launched LTE services to their respective customers
on November 15, 2010, initially in Stockholm,
Gothenburg, Malmo and Karlskrona. LTE will be
deployed in 100 cities by end 2011.



Hutchison 3 plans to deploy a commercial LTE FDD
network in Sweden and purchased 50 MHz of TDD
spectrum previously owned by Intel. Combined LTE
FDD and TDD products are expected to be available
from early 2012.



The auction for 800 MHz opened on February 28,
2011 and ended after 5 days and 31 rounds. All the
winners said they will use the spectrum for LTE.



The regulator PTS also announced a plan to auction
from October 11, 2011 a total of 2 x 35 MHz of 1800
MHz spectrum for use from January 2, 2013.



Switzerland



Orange is enhancing coverage and raising capacities
for mobile data and voice services, and is preparing
for LTE introduction (subject to availability of
spectrum and user devices) from 2011.



Swisscom has been running an LTE test network in
Grenchen since September 2010, and plans to
launch LTE services in 2011.



Regulator ComCom has announced plans to auction
digital dividend spectrum, however the timetable has
been delayed to Q1 2012.



Turkey



Turkcell has been trialing LTE technology.



Ukraine



MTS-Ukraine is conducting an LTE trial.



ITC (CDMA Ukraine) is reported to be considering
deploying LTE in the 850 MHz band. The CEO is
reported as saying that if the company does decide to
deploy LTE, it would not be until 2012 or 2013.



United Kingdom



O2 has tested LTE in 2.6 GHz spectrum, achieving
peak data throughputs of 135 Mps DL and 64 Mbps
UL in the lab and field, and lower latency. O2 has
been trialing LTE800 in the town of Carlisle since mid
2010.



Clear Mobitel is trialing LTE for rural mobile
broadband access using 800 MHz in Cornwall; 300
businesses are participating. If successful, the
company will seek a license for commercial rollout as
a new market entrant.



Arqiva is running an LTE technology trial in Wales
using 800 MHz spectrum to demonstrate the
economic and technical viability of a “neutral-host”
wireless network.



Everything Everywhere, owner of Orange and T-
Mobile UK is working with BT on a trial in test 800
MHz (digital dividend) spectrum in a rural part of the
south west region of England.



On March 22, 2011 regulator Ofcom announced its
plans in a consultation to launch the biggest ever
auction of mobile spectrum in the U.K. This auction is
equivalent to three quarters of the mobile spectrum in
use now, and 80% more than the 3G auction (held in
2000), according to Ofcom. The auction covers the
800 MHz and 2.6 GHz bands. Spectrum caps and
floors will apply. Ofcom says it is trying to ensure that
after the auction, subject to demand, there are at
least 4 holders of a minimum spectrum portfolio who
are credibly capable of providing high quality data
services in the future.



Ofcom believes that to be a “credible national
wholesaler” an operator is likely to need at least as
much spectrum as one of the following minimum
spectrum portfolios. This is one of the key points in
the consultation:


a) 2 x 5 MHz of sub-1 GHz spectrum and 2 x 20 MHz
of 2.6 GHz spectrum; or



b) 2 x 5 MHz of sub-1 GHz spectrum and 2x15 MHz
of 1800 MHz spectrum; or



c) 2 x 10 MHz of sub-1 GHz spectrum and 2 x 15
MHz of 2.6 GHz spectrum; or



d) 2 x 10 MHz of sub-1 GHz spectrum and 2 x 10
MHz of 1800 MHz spectrum; or



e) 2 x 15 MHz of sub-1 GHz spectrum





Ofcom wants to start the auction in Q1 2012. The
consultation closed on May 31, 2011.
